UtilityHandle :: OpenRES - Open resource data source
The function opens the resource data source referred to as RESOURCES or RESDB. The data data source is the same as datasource1.
Return value: Data source handle ( DataSourceHandle * )
The data source handle contains definitions for external and internal resources (resource names and opened resource handles)
