DataSourceHandle :: OpenDBorINI - Open database file or database via ini-file

Depending on the file type, the function opens the database file passed in the path (database file with database header) or a configuration or ini-file (extension cfg or ini). Instead of a file name, a symbolic name may be passed as well.
