BaseContext :: closing - Context is closing

In order to avoid improper function calls while closing the context, the process state can be checked by the state of this property. When the context is closing, no other context function should be called from the context.

When the context handle does not refer to a valid context instance the property throws an exception.

Return value:  Success ( bool  )

The value is true when the function was executed successfully. Otherwise the value is set to false.
