String :: toDefault - Recode string to default encoding
The function returns a copy of the string containing a default encodingrepresentation of the string. Default encoding is the value set in option variable DefaultEncoding. When no value has been set for the option, the system default encoding is used.
Notes:
Obtaining system default encoding does not work properly in all environments.
