CTX_DBBase :: IsUserHandle - Is property handle user defined

Besides property handles constructed or opened by the application, a number of property handles are constructed for internal purposes. Internal property handles behave as user-defined ones, i.e. they react on events and context functions are called, when defined. In some cases, this is disturbing and might lead to infinite recursions. This function allows suppressing context functions for internal property handles.
