PropertyHandle :: Refresh - Refresh selected instance

The function checks whether the parent of the property handle is positioned. If not, the function tries to position the parent hierarchy ( PositionTop ()).

If the parent handle is positioned and the property is an active property the function generates a server event (Refresh).
