IndexManager :: EnableStopwords - Enable/disable 'stop word' option

The function enables the stopword option, which causes the index manager to ignore word in the stopword list.

The default for the stopword option" is taken from the stop_word option in the indexManager() section of the configuration file passed to the calling program.
