PropertyHandle :: SetDirty - Set property handle to dirty

The function marks the property handle as dirty. This information is passed to the client, when being set on the server side (e.g. in a context function when executing an instance or property action). The client will refresh the property handle state as soon as this becomes possible, i.e. when calling the next client/server function.
