window_actions - Referenced window actions

Window actions are copied as as being defined in the source database.

When implicit is true, the window referenced in the action is copied according to copy rules for windows. When a context class has been defined,the class copied according to copy rules for implementation classes.

Resource reference for the control is copied, when copying documentation is required and documentation is available or when the resource reference refers to a context class and implicit is true.
